Municipal Council Kupwara Holds Capacity Building Programme on SWM Rules 2026

Kupwara, August 6: Municipal Council Kupwara on Thursday organised a Capacity Building Programme on Solid Waste Management (SWM) Rules 2026 and their implementation at the Town Hall, Kupwara, in collaboration with Swaaha Resource Management Pvt. Ltd.

The training programme was conducted by Mr. Tabrez Madani, Capacity Building Expert, Swaaha Resource Management Pvt. Ltd., along with his IEC team comprising Sr. Swachhta Executive Ms. Mubashir Gaffar and Jr. Swachhta Executive Mr. Anzar Ishaq.

The programme was attended by CEO, Municipal Council Kupwara, Mr. Shahid Yousuf Bhat, besides MC Kupwara officials, field staff, sanitary supervisors, sanitation workers, drivers, outsourced staff, representatives of the Traders Federation, students from various schools, and other stakeholders.

During the session, participants were sensitised about the provisions of the Solid Waste Management Rules 2026, with special emphasis on source segregation, door-to-door waste collection, transportation, waste processing, scientific disposal of waste, occupational safety, and public awareness initiatives under Swachh Bharat Mission–Urban (SBM-U) 2.0.

The programme also focused on key aspects including the roles and responsibilities of Urban Local Bodies (ULBs) and citizens under the SWM Rules 2026, management of Bulk Waste Generators (BWGs), operations of Material Recovery Facilities (MRFs), and promotion of home composting and decentralised waste processing.

Addressing the participants, CEO MC Kupwara, Mr. Shahid Yousuf Bhat, stressed the importance of teamwork, community participation, and the adoption of best waste management practices to achieve the objective of a Garbage Free City (GFC) under SBM-U 2.0.

The participants actively interacted with the resource persons and reaffirmed their commitment to strengthening sanitation services and contributing towards making Kupwara a cleaner, healthier, and more sustainable town.
